In my opinion, federal contracts surpass the other two programs. So, let's jump right into it. When considering MBA, DBE, and federal contracts, the first thing to look at is program funding. Since DBE supports local municipalities, such as cities, there are often issues with payment. I can speak from experience, as I have friends who have done work for Miami-Dade County and are currently waiting for payment. It has been more than a month, and there is no foreseeable future payment coming. This is why many are being warned to avoid working locally. On the other hand, the DBE situation at the state level is less likely to have these issues. However, during the market crash, states faced financial problems and some even considered bankruptcy. Contractors in those situations faced the risk of not being paid. Federal contracts have learned from these past experiences and have implemented a policy where contracts are only issued if funding is already secured. So, once you receive a contract from Federal Rena, you can be assured that the funding is already in place. Now, let's talk about the prime contractor mindset. At the local level, I have noticed that MBE prime contractors can be careless and reckless. We are mainly referring to small and micro-businesses here.
