On the other hand, the DBE situation at the state level is less likely to have these issues. However, during the market crash, states faced financial problems and some even considered bankruptcy. Contractors in those situations faced the risk of not being paid. Federal contracts have learned from these past experiences and have implemented a policy where contracts are only issued if funding is already secured. At the local level, I have noticed that MBE prime contractors can be careless and reckless. We are mainly referring to small and micro-businesses here.
